It isn't illegal. Microsoft offers Windows 10 and 11 ISOs on their website for free. Quickemu is just automating the process of downloading them. It's up to you to purchase and apply a license to "activate" Windows if you need that, but most people won't.

Quickemu won't get you a license, but at least for Windows, you don't need one. So long as you don't mind occasional reminders to activate and being (partially) blocked from making some cosmetic changes to the desktop, a license is unnecessary.
